Counties go high-tech for bids

As the final seconds of online bidding ticked away Thursday, offers came in to Camden County's purchasing division fast and furious.

County officials, however, disregarded the high bids.

It was the lowest ones they were after.

Up for bid were contracts to supply all of Camden and Gloucester counties' largest government buildings -- the county colleges, courthouses, wastewater treatment plants -- with electricity at a fixed rate for up to two years.

It was a lucrative offer considering Camden County spent $2.94 million on energy last year and Gloucester County paid $1.27 million.

"We're at the mercy of the market," said Ross Angilella, Camden County's administrator. "But by doing this, we are positioning ourselves to get the best possible rate."

Camden County, the lead purchasing agent in Thursday's reverse auction, got permission from the state last month to bid the contracts online, said Anna Marie Wright, Camden County's purchasing agent.


Massachusetts Petitions to Foreclose Rise 80 Percent in First ...

BOSTON--(BUSINESS WIRE)--It didn't get any easier for thousands of Massachusetts mortgage holders to pay their bills during the first quarter, as petitions to foreclose rose 79.8 percent compared with the first quarter in 2006. Advertisements for foreclosure auctions also jumped 191.7 percent compared with the first quarter of last year, according to The Warren Group, publisher of Banker & Tradesman.

Mortgage lenders filed 6,395 petitions to foreclose in Massachusetts Land Court during the first quarter, compared with 3,556 in the first quarter of 2006 and 3,130 in the first quarter of 2005. The number is slightly higher than the number of petitions in the fourth quarter of last year, when 6,376 were filed.

There were 3,118 advertisements for foreclosure auctions during the first quarter compared with 1,069 during the first quarter of last year and 1,148 during the first quarter of 2005.


Plan commission fights to power tariff-based bidding

NEW DELHI: The power ministry's attempt to give a quiet burial to the tariff-based competitive route for the hydel sector has run into trouble. The proposed move to a cost-plus regime for hydro power was considered by some states such as Uttaranchal, Himachal Pradesh and Arunachal Pradesh. However, the states continued to award projects to private players on considerations other than tariff. The Planning Commission isn't in favour of stopping the route. It is making a last ditch attempt to make tariff-based competitive bidding work for hydro power projects. For the 11th Plan, the commission has suggested setting up a hydro power viability fund that will allow developers to defer a portion of the tariff to be recovered from consumers after the first 10 years of the project. The proposed fund has been suggested to offset the high cost of generation in the initial 4-5 years of the projects.

Chali-Rosso Art Gallery: "From the HeART" Art Auction at Hycroft ...

The auction is hosted by the Chali-Rosso Art Gallery and Auctions in Motion. A percentage of each piece of art sold will be designated to the charity of choice by the purchaser. The auction will offer original graphic works from world-renowned European masters and a variety of works from BC artists.

The show organizers have launched similar events in Europe in previous years. In 2006, the Vancouver auction sold over 60% of works. Show hosts anticipate 75% of the art will be sold this year.

The Chali-Rosso Gallery is located on South Granville. The gallery specializes in European original lithographs and etchings by such masters as Rembrandt, Picasso, Miro, Dali, Chagall and Matisse.
